Don't worry! First, go to treasurer training; this should help with most of your questions. Treasurer training is held at the beginning of every semester and is mandatory for all clubs wishing to use funds and to be considered an official treasurer. Then, ask your club leaders if you guys have a budget, and ask them to list you in GOberlin/Presence as the Treasurer of your club. Start from there!
Presence is Oberlin's software, which you can access through Oberview, that lists all active student organizations (there's more than just student orgs on there, but that is one of its main functions). If you type your club's name into the search bar, does it pop up? If not, it's more than likely your club is considered inactive, or has never been put into Presence. Email student involvement to ask if your club is active, or get someone with administrative access in your club (the liaison and treasurer should both have administrative access) to check.

If you are using a pcard, yes. The website will not charge taxes to the card. Sometimes a website will state that tax charges are being added, but will remove them a few days after the purchase is made. Disregard taxes if you are using a pcard.
